How much you want to bet he had plans of brainwashing Vin’s friends with the help of that Psychic raccoon and any injury we see on a servant under his employ is more likely then not all done by Rama?
Rama and Filaire had a discussion regarding how Filaire had acquired information on how to break all of the cubs to Rama’s will at the beginning of Darius the Comic.
Vin should be running. Vin should have been running the moment he saw Rama behind him.

Then again, just about anything amoral possibly isn’t out of the possibility of Rama doing at least twice and in his plans right now.

Looking back there, you have a point there.
“We know how to break each one and convince them to join us.”
That certainly doesn’t sound like a quiet sit down and talk over tea. Maybe its the word “break” that makes it so ominous despite her bright smile.
