It’s possible that the council added Vin’s name only recently, but that begs the question; Why do they have an interest in Vin?
All Vin has been is Darius’ slightly unwilling friend. It’s not likely that the council would know that Vin is Rama’s son. So either the council has spies in some very worrying places, or this really is that suspicious.
But he killed the two of them to make sure that Vin needed help and would want Rama’s help. Not to mention that Rama expressed disappointment that Vin was too old to be made more “manageable”, like Vin’s brothers were.
And then there’s the whole “collecting information to break the wills the main cast and force them to be loyal to him” thing.
Rama is an amoral vengeance seeking dratsad. His youth is sympathetic, but his actions beyond that are wholly irredeemable.

Rama killed both that asshat that abused Vinn and his mother who never stood up for him. So I don’t believe Rama is completely evil.
