If I remember correctly, Quinn and the other escapees are all physically aged to their early 20s by this point in the story, but they’re only aged to about 14 or 15 in actual years, with most of the accelerated aging years being earlier in life.
In other words, no matter what the disparity actually is, all of the genoworks escapees have a missing gap where their childhood should be, and Quinn’s just shows the effects more than the others.

Need a timeline here for reference because I don’t know how many years has passed since her Genoworks escape.
