I’ve been saying that all along, that they aren’t muzzled! Unless those bindings are made out of nylon? Still, better together then alone.
Those bindings are probably tough enough that they’d do a number on their teeth if they tried.
Plus, it lets them talk easier and it’s a less aggressive/threatening choice to not muzzle them.
Rama wants them amenable to brainwashing and bribery, not already hostile because they all got muzzled.
