I’m pretty sure these foxes are associates of Filaire. And her boss, Rama. Also, the fox giving he gesture in the first panel is one of the foxes that rode out from the ranch with the cubs.
That’s Celina in the last panel, and two unnamed foxes in the second.

What I’m trying to figure out is if that’s a randomly exclamation point shaped badge or an indication that the pointing gesture is a little more emphatic than we might initially think.
