Instinctive Occams Razor. Some people *do* cloth their dogs so she’ll probably have his ears half chewed off for calling her a dog before things click.
The way she’s curled up, though, with her tail covering most of her body, he probably can’t see the clothes of human-ish features from his angle. I’m sure once he moves closer he’ll realise pretty quick that this is no dog.
