They’re siracs from previous batch(es). At least some of them are siracs, a couple could be raccoons. But considering where they are, they’re probably all siracs (militia projects). I find it interesting that Nalim has both eye trouble (she looks blind, but the one guy says she’s sensitive to light) and needs to use a cane.
Quinn could probably sense that there were others in the room. And she is massively innocent at this point in her life. These are the “other Siracs” mentioned in the original Akaelae Prequel. Tiffany did say she was expanding on the original story.
Nalim does look pregnant, which would be very odd. The greatest question would be “Why”, because I can think of three reasons for her pregnancy. One is unexpected, but relatively good. Two is in the middle ground. And three is bad.
pSIonic RACcoons. There’s a difference between Genoworks’ raccoons (art) and their siracs (warriors). They’re all based on Earth raccoons, but the siracs are a special project, they have various extra abilities. I don’t know if they were originally started by the “art” department or the militia, but either way the militia took interest in developing them for battle. As a whole they’re considered a failed project. In short, all siracs are raccoons, but not all raccoons are siracs.
